What it actually means
Clout originally meant power or influence, especially political influence. Online slang narrowed it toward public attention, popularity, and the ability to make people care about what you post. It is frequently used with skepticism, as in clout chasing, when someone seems to seek attention more than a genuine goal.

Where it came from
Clout is not a newly coined Gen Z word. The older English noun has several histories, including a blow and a piece of cloth. Chicago writers used clout for political power and influence in the mid-twentieth century, and American English later generalized that influence sense. The social-media meaning is an extension of that established sense, not a word coined by an app or one rapper.
