A gooner is a person who does it, and to goon is the verb. That is the whole definition. It is vulgar and explicit, so if you met the word in a comment, a meme or something a kid said, the sexual sense is the one to check first, and it does not belong in a workplace, a classroom or a mixed-age chat. Most of the time the word is a joke, an insult or shock humor. Know Your Meme and Cosmopolitan both describe it circulating as meme and "brainrot" slang detached from any real behavior, and the "Never Goon" Minion videos are the clearest case.
